The Working Guide to the Qualified Zone Academy Bond is a 30 plus page comprehensive report that goes in-depth about how the QZAB program works and the roles of the different federal agencies (U.S. Department of Education, U.S. Department of Treasury U.S. Department of Agriculture, U.S. Department of Housing and Urban Development). The Guide further examines the obstacles for schools and school districts to use the QZAB effectively.
A critical element of a successful QZAB is an effective partnership with the private sector – and so emphasis is placed on how schools, particularly those located in isolated rural areas, can build such partnerships. A number of exemplary projects are examined. Appendices are included that review the history of the QZAB program, the current allocations and a state by state breakdown concerning how QZABs have been used since 1998.
