QZAB Report Summary

The Working Guide to the Qualified Zone Academy Bond is a 60 plus page comprehensive report that goes in-depth about how the QZAB program works and the roles of the different federal agencies (US Department of Education, US Department of Treasury and the US Department of Agriculture as well as The US Department of Housing and Urban Development). The Guide further examines the obstacles for schools and school districts to use the QZAB effectively.

A critical element of a successful QZAB is an effective partnership with the private sector - and so emphasis is placed on how schools, particularly those located in isolated rural areas, can build such partnerships. A number of exemplary projects are examined. Appendices are included that review the history of the QZAB program, the current 2003 allocations and a state by state breakdown concerning how QZABs have been used since 1998.

DR. APPU KUTTAN
is the chairman of the National Education Foundation CyberLearning (www.cyberlearning.org), a national and global leader in bridging the digital divide. He is the creator of many concepts, such as "CyberLearning," "Management By Systems,"  "Total Tennis,"  and "Holistic Executive," has advised many world leaders, including Rajiv Gandhi, and has helped develop many young celebrities, such as tennis champions Andre Agassi and Monica Seles and U.S. Presidential honoree Roger Kuttan. Dr. Kuttan is the national expert in structuring customized 10% QZAB matching grant programs that benefit the school districts the most.

 
DR. LAURENCE PETERS
is a Vice_president of the National Education Foundation CyberLearning (www.cyberlearning.org). He also directs the Mid-Atlantic Regional Technology in Education Consortium (MAR*TEC) at Temple University.  As the official in charge of the QZAB program at the U.S. Department of Education during 1998-2002, Dr. Peters was a principal participant in the preparation of the QZAB legislation and its implementation. Dr. Peters is considered to be the national expert on QZAB.
