WHY BECOME AN ADVOCATE FOR THE QZAB PROGRAM?

• The QZAB program is one of the few federal programs targeted on the truly disadvantaged communities in this nation. It is very easy to set up and allows high poverty school districts to borrow money for vital needs while building a long term partnership with the private sector that enables everyone to benefit.
• With ¾ of the states in deficit adding up to $100 billion dollars the need to borrow money at zero interest is critical if high poverty schools are not to fall further behind.
• Both the Bush Administration and the program's author congressman Charlie Rangel (D-NY) have agreed on extending the program for 2003. States have come to rely on these funds to meet long deferred facilities needs.
• Allowing schools to borrow without interest the cost of any project is halved.

HOW TO ADVOCATE

Contact your congressman and senator as well as the following chairs and ranking members of the key committees that will have to decide on the future of the qzab program.

Note: Starting 2007, when Democrats take control of the House and Senate, Senator Baucus will become Chairman of the Senate Finance Committee and Congressman Rangel will assume the Chairmanship of the House Ways and Means Committee.
